To plan and direct the activities and operations of the City’s Convention and Visitor’s Bureau, and to oversee the management of the Civic and Conference Center, Special Events Center, and Rodeo Grounds. Maintains oversight of the Fort Hood Memorial, Community Garden, Korean War Memorial, and Korean Pagoda.
Exercises supervision over Civic and Conference Center & Convention and Visitor’s Bureau staff.
- Essential Duties

CORE COMPETENCIES:
Develops, plans, and implements department and division mission, goals, and objectives.
Plans, organizes, and directs the operation of the Civic and Conference Center, Special Events Center, and Rodeo Grounds complex.
Formulates programs to maximize the use, occupancy, and net revenues of the center.
Resolves issues and matters relating to operations and schedules.
Selects, trains, and supervises employees, whose responsibilities include marketing, convention sales and services, event preparation and management, booking procedures, center operations, building and ground maintenance.
Works with civic groups, cultural groups, chamber of commerce, city agencies, and others in promoting and coordinating the use of the facility complex to increase tourism to the city.
Represents the division locally and attends out-of-town trade shows, meetings, and industry networking events to promote usage of the facility complex and promote tourism for the city.
Coordinates outside service needs with catering firms, food and beverage concessionaires, alcohol contractor, security firms and event assistant personnel, and other services as may be required.
Reviews event manifests and confirms that all services and necessary preparations are in order; supervises events and acts as liaison between facility user and other agencies as needed.
Administers fee payments; negotiates and administers the user contracts; revises and recommends changes in procedures and operational policies; prepares financial and activity reports; rental contracts, booking policies, and other reports and correspondence.
Prepares, creates, and implements the annual operating budget for three (3) funds, Civic and Conference Center, Convention and Visitors Bureau, and Mixed Beverage operations.
Reviews for accuracy all mixed beverage taxes, tips, management fees, division’s procurements, invoices, and other disbursement documents.
Reviews and maintains all division’s leases, contracts, and agreements with external vendors.
Administers all permits, audits, and insurance related to Texas Alcohol and Beverage Commission (TABC) and ensures the City of Killeen is in compliance.
Responds to citizen/customer/client inquiries and complaints.
Identifies marketing opportunities and develops methods and strategies for the benefit of the Department and City.
Identifies division staff to support city departments in logistical support related to community efforts.
Reviews and analyzes a variety of reports and statistical information regarding hotel occupancy tax fund revenues and expenditures.
Assigns work activities, projects, and programs in the division to ensure efficient and timely execution in accordance with Department and City goals and objectives.
Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.
Performs other duties as assigned.
- Required Minimum Qualifications

EDUCATION AND EXPERIENCE:
- Bachelor’s Degree in marketing, tourism, hospitality, facility management, public administration, or related field; and
- Two (2) years’ experience in municipal, chamber of commerce, or other similar entity with responsibility for convention and visitor’s bureau activities or
- Any equivalent combination of related education and experience.
KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of full range of activities involved in servicing meetings, events, and in managing a convention and visitors bureau and convention and civic facilities.
- Thorough knowledge in various group requirements, including a variety of meeting room set- up needs, audio-visual services, other internal building services and related off-premises needs.
- Knowledge of marketing, tourism, hospitality techniques and procedures for visitor facilities.
- Ability to service local community, cultural needs, and events.
- Ability to effectively implement user arrangements.
- Ability to direct staff and, as necessary, personally, and directly handle all necessary work functions.
- Ability to prepare necessary correspondence reports, memoranda, contracts, policies, and budget.
- Ability to anticipate and effectively administer daily operation and activities of the facility.
- Ability to maintain and establish harmonious and efficient relations with staff, public, vendors, facility users, internal departments, and elected officials.
- Ability to maintain regular and punctual attendance.
- Knowledge of Texas Alcohol and Beverage Commission (TABC) regulations.

SPECIAL REQUIREMENTS
- Must possess a valid driver's license.
- Must obtain and maintain a Texas Driver’s License within 90 days of hire.
- Must be available for evening and weekend work as required.
